Q1 What is the design of Central Kowloon Route?
CKR is a 4.7 km long dual 3-lane trunk road, with 3.9 km long tunnel. The CKR would become a key component of the strategic road network in Hong Kong after commissioning.
Q2 What is the benefit of the construction of Central Kowloon Route?
Central Kowloon Route (CKR) will connect the Yau Ma Tei Interchange with the road network in Kowloon Bay and Kai Tak development. It can divert traffic away from the major east-west corridors in Kowloon; thus will effectively relieve the existing congestion problems and cater for traffic generated by future developments. Furthermore, the major part of CKR is formed by tunnel. It can help reduce air pollution brought by traffic congestion. With CKR, we estimate that the journey time between Yau Ma Tei and Kowloon Bay during peak hours would take around 5 minutes, saving about 25 minutes in comparison with the journey time without the CKR.
Q3 When was the Phase 1 Public Engagement exercise conducted out and what were the results?
Phase 1 Public Engagement exercise was conducted between 2007 and 2009. Based on the public feedbacks gathered, the public generally recognize the need for the construction of Central Kowloon Route and support the recommended alignment and the re-provisioning arrangement.
Q4 What are the special features of the design of Central Kowloon Route?
In response to the public concerns raised during the Phase 1 Public Engagement exercise, the design of Central Kowloon Route (CKR) has several features. On environmental front, we will build landscaped decks and noise enclosures/barriers at appropriate locations and will provide more greening to improve the surrounding environment. From conservation aspect, the recommended alignment can preserve the historic buildings of the Yau Ma Tei Police Station. We can also allow the continuation of the Temple Street night market activities during the construction stage of CKR. Affected public facilities will be re-provided in advance to minimise the impacts to the public services. The extent of the temporary reclamation for the construction of underwater tunnel in the seabed of Kowloon Bay would be kept minimum.
Q5 Will the construction of Central Kowloon Route require resumption of private buildings?
As majority of the tunnel will be constructed deep into the underground bedrock stratum to avoid conflicts with the foundations of the buildings along the recommended alignment, the Central Kowloon Route project will not involve any resumption/clearance of private buildings nor removal of any households.
Q6 What were done in Phase 2 Public Engagement exercise?
Phase 2 Public Engagement exercise included organization of public forums and roving exhibitions. We also invited adjacent residents to participate in the focus group meetings held from 12 to 20 December 2012 to introduce the Central Kowloon Route project.
Q7 What is the next step of Central Kowloon Route project?
We are striving to seek funding approval from the Finance Committee with a view to commencing the construction works in 2018 for completion in 2025/2026 for earlier realization of the benefits brought to the society.
